Why The Cook Islands

Fifteen islands, and a forty-year head start.

When lawyers and trustees talk about asset protection, the Cook Islands is usually the first name on the list. It was a pioneer of dedicated asset-protection trust legislation, and those laws have been tested in court repeatedly for decades.

The Cook Islands is self-governing in free association with New Zealand, with its own laws, courts and financial regulator. Banks are licensed under the Banking Act 2011 and supervised by the Financial Supervisory Commission.

In other words: the legal framework was designed for international wealth, and the bank was designed for that framework.

Private, but not secret.

The Cook Islands exchanges account information under the OECD's Common Reporting Standard, and CSB reports US account holders under FATCA. This is about legal protection and diversification, not about hiding money from your tax authority.

Why Capital Security Bank

A bank that chose to stay boring.

CSB doesn't make unsecured loans and doesn't speculate with its balance sheet. It keeps its liquidity mainly in highly rated developed-market government bonds, and reports a capital ratio well above Basel III requirements.

It's licensed for both domestic and international banking, and its shareholders, directors and managers are approved by the Financial Supervisory Commission. Clients are mostly high-net-worth individuals, trustees, family offices and asset managers.

How we use it: as a long-term wealth and custody layer, often next to a trust structure, never as a day-to-day spending account.
The Honest Part

The bank account is not the shield.

A lot of content online implies that a Cook Islands bank account protects your assets by itself. It doesn't. The legal protection comes from a Cook Islands trust that owns the assets, often through a company or LLC it controls.

CSB is where that structure keeps its money and investments: a regulated bank inside the same legal system as the trust, with decades of experience working with trustees.

Timing and home-country rules matter. Moving assets after a claim has arisen can be challenged, and courts in your home country can still put pressure on you personally. US courts, for example, have held settlors in contempt. Protection has to be set up early and properly, with a qualified lawyer.

  • Are setting up, or already have, a Cook Islands trust
  • Hold substantial wealth and want a relationship-managed private bank
  • Want cash, securities, metals and crypto under one regulated roof
  • Need a bank that understands trusts and layered ownership

✕ Not a fit if you

  • Need an everyday account for frequent payments or an online business
  • Want a low-cost account with a small balance (look at Belize or Georgia)
  • Expect interest on cash: it's paid only on fixed-term deposits above USD 500,000
  • Want "secrecy": CRS and FATCA reporting apply

Global One is not a bank and is not affiliated with Capital Security Bank beyond a referral relationship. We may receive a commission from the bank for clients we introduce; this does not change the fees you pay. Global One does not guarantee account approval. All applications are subject to the bank's onboarding, KYC and compliance requirements and final approval. Deposits at Capital Security Bank are not covered by a government deposit insurance scheme. A bank account alone does not provide asset protection. Fees and requirements are set by the bank and may change. Nothing on this page is legal, tax or financial advice.

Questions

Before you request an introduction.

Do I need to travel to the Cook Islands?

No. CSB processes applications with certified documents and online identity verification. You're welcome to visit Rarotonga, but it's not required. Approval still depends on your profile and the bank's compliance review.

What is the minimum deposit?

The bank's standard published minimum is USD 250,000 or the equivalent in another currency. For clients introduced through our relationship, entry terms are agreed case by case, so tell us your situation and we'll tell you what's realistic.

Does a CSB account protect my assets from lawsuits?

Not by itself. Asset protection comes from a properly structured Cook Islands trust, set up well before any claim arises. CSB is the bank that structure uses. Courts in your home country can still act against you personally, so a qualified lawyer should design the trust.

Can Americans open an account?

CSB reports US account holders to the IRS under FATCA, and the Cook Islands trust is widely used in US asset-protection planning. US persons provide FATCA documentation, and US reporting obligations such as FBAR and Form 8938 still apply.

Is my money protected?

There is no government deposit insurance on CSB deposits. The bank's protection lies in its conservative model: no unsecured lending, no speculative investments, liquidity held mainly in highly rated government bonds, and a capital ratio well above Basel III. We still treat CSB as one part of a diversified setup.

Is this a secret or tax-free account?

No. The Cook Islands exchanges information under the OECD's Common Reporting Standard and CSB reports under FATCA, so your home tax authority can receive details of the account. You remain responsible for declaring it where you are tax resident.

Does CSB pay interest?

Interest is paid on fixed-term deposits above USD 500,000 or the equivalent. For smaller balances, CSB also offers fiduciary deposits with partner banks in Switzerland, Singapore and elsewhere.

How does the crypto custody work?

Digital assets are held in segregated vaults on the Fireblocks platform, with CSB as legal custodian and multi-approval controls on every transaction. Transfers are screened with Chainalysis and Travel Rule compliance, and fiat moves directly through your CSB account. Expect full source-of-funds checks on incoming crypto.
